A Tender Committee is a panel of officials that examines a tender case and recommends a decision on it. It usually includes members from the user or technical department, the purchase side and finance, so that the decision is shared and not left to one person.
Its recommendation goes to the Tender Accepting Authority (TAA) or competent authority, who decides whether to accept it. The composition and level of the committee usually depend on the value of the tender and the organisation’s delegation of powers.
How it differs from a TEC
A Technical Evaluation Committee (TEC) mainly evaluates bids, often only the technical bids. A Tender Committee takes a view on the whole case, including the technical result, price ranking, reasonableness of the L1 price and the recommendation for award.
In some organisations the TC relies on a separate TEC report for the technical findings. In others, the same committee does both jobs, and the names TEC and TC are used loosely.
