Names vary. Some organisations have a Technical Evaluation Committee for technical bids and a separate purchase or tender committee for the final recommendation.

Members are generally expected to declare that they have no conflict of interest with any bidder.

- Seeks clarifications from bidders where the tender allows, without changing the substance of a bid
- Reviews the comparative statement after financial bids are opened
- Checks whether the L1 price is reasonable

What this means for bidders
The committee evaluates only what is in your bid and any clarifications it formally asks for. Missing documents usually cannot be added later, except where the tender permits.
