What is Briefing note?

Briefing note meaning

A briefing note, or Brief Note, is an internal summary of a tender’s bidders, documents, evaluation findings and recommendation for officials to review.

What is a briefing note?

A briefing note, often called a Brief Note, is an internal document that buyers prepare during tender evaluation. It summarises the procurement, the bids received, what each bidder submitted, how bids measure up against the tender requirements, and the proposed next step.

It is put up to the tender committee, finance and the approving authority so they can understand the case without reading every bid. The name, format and contents differ between organisations.

What it contains

Many briefing notes include a bidder-wise matrix, with one row for each requirement and one column for each bidder.

  • Tender reference, scope, estimated cost and key dates
  • Bidders who responded and the documents each submitted
  • Compliance of each bidder against the eligibility and technical criteria
  • Shortfalls found and how they were handled
  • Findings and the proposed recommendation

How it is used in evaluation

The briefing note usually comes early in the approval chain. It may go for finance vetting, then to the tender committee for its proceedings, and finally to the Tender Accepting Authority or competent authority.

It differs from a comparative statement, which compares the prices of qualified bids. A briefing note covers the whole case, including documents and compliance.
