What is TAA?
Tender Accepting Authority
The TAA (Tender Accepting Authority) is the official empowered to accept or reject a Tender Committee’s recommendation and approve the contract award.
What is a TAA?
The Tender Accepting Authority is the official who has the power to accept a tender. After the Tender Committee records its proceedings and recommendation, the case goes to the TAA, who decides whether to accept the recommendation.
The term is widely used in Indian Railways and some PSUs. Other organisations use competent authority or approving authority for a similar role. Who acts as TAA usually depends on the value of the tender and the organisation’s delegation of financial powers.
What the TAA does
The TAA usually does not sit on the Tender Committee, so that the recommendation and the acceptance are made by different people.
- Reviews the Tender Committee proceedings and supporting records
- Accepts the recommendation, or records reasons for not accepting it
- May return the case to the committee for further examination
- Approves award, after which the Letter of Award or work order is issued
Why it matters for bidders
Being ranked L1 or recommended by the committee is not the same as winning. The contract is awarded only after the TAA accepts, and the bid must still be valid at that point, so bidders may be asked to extend bid validity.
