How a GeM manpower rate is built
Every GeM manpower outsourcing bid on minimum wages follows the same structure. The buyer fixes the wage and statutory costs; you compete on the service charge.
Wage and statutory costs
Minimum wage (basic + VDA), then the employer’s EPF, EDLI, EPF admin charges and ESIC, plus statutory bonus. Add leave, gratuity or allowances only when the bid asks for them.
Service charge
Your margin, as a percentage of the cost to contractor. It has to cover supervision, uniforms, insurance, working capital and profit.
GST and contract value
18% GST on cost plus service charge gives the rate per person per month. Multiply by personnel and months for the contract value.

Common questions
Common questions about pricing GeM manpower bids.
Start with the minimum wage (basic plus VDA) for the state and skill level. Add the employer’s EPF, EDLI and EPF admin charges, ESIC, statutory bonus and any leave, gratuity or allowances the bid asks for. That is the cost to the contractor. Add your service charge, then 18% GST on the total.
By law, EPF is compulsory on wages up to ₹15,000 a month, but many GeM manpower bids ask for EPF on the full minimum wage. Read the bid’s terms and use the ceiling option in the calculator only if the bid allows it.
ESIC applies to employees whose gross monthly wages are ₹21,000 or less. The employer pays 3.25% and the employee 0.75%. Only the employer’s share is part of the cost, so the calculator adds 3.25% and leaves it out automatically when wages are above the limit.
For central government establishments, use the latest central sphere notification from the Chief Labour Commissioner. For state government buyers, use the state labour department’s latest notification. Rates are revised with VDA, usually every April and October, so always check the current one and the one named in the bid.
The service charge is your margin over the statutory cost and is set by you, within any limits in the bid. A very low service charge can win the bid but may not cover supervision, uniforms, insurance and payment delays, so cost those before you quote.
