What is Comparative statement?

Comparative statement meaning

A comparative statement is the table a buyer prepares to compare all qualified bids side by side, item by item, to find the lowest or best offer.

What is a comparative statement?

A comparative statement, often called a CS, is a table that sets out the prices and key terms of all bids that passed technical evaluation. It lets the tender committee see at a glance who quoted what, and how each bid ranks.

It is prepared after the financial bids are opened and becomes part of the official record of the tender.

What it contains

The estimated cost is often shown alongside, so the committee can judge whether the L1 price is reasonable.

  • Names of the qualified bidders
  • Quoted rates for each item, and the total
  • Taxes, freight, installation and other charges, so offers are compared on the same basis
  • Ranking, such as L1, L2 and L3
  • Notes on loading for deviations, preferences or missing items, where the tender allows

Why it matters for bidders

The comparative statement is where your price is actually judged. Errors in your price schedule, such as a missing item or unclear tax treatment, can lead to loading or rejection at this stage.

Bidders do not usually receive the full statement. However, e-procurement portals often publish a price bid opening summary showing each qualified bidder’s total, which tells you where you stand.

The buyer’s purchase or finance staff usually prepare it, and the tender committee checks and signs it.

Not always. Many portals show the opened price bids of all qualified bidders, but the full internal statement stays in the buyer’s file.

Loading means adding a cost to a bid to account for a deviation or missing item, so that all bids are compared fairly. It is done only as the tender allows.
