What is Technical evaluation?

Technical evaluation meaning

Technical evaluation is the stage where the buyer checks each bid against the tender’s eligibility and technical requirements before prices are opened.

What is technical evaluation?

Technical evaluation is the part of bid evaluation where the buyer examines what each bidder has offered, rather than the price. Evaluators check the technical bid against the eligibility criteria, technical specifications and other conditions published in the tender.

In two-packet and three-packet tenders, only bidders who pass technical evaluation have their financial bids opened. The work is usually done by a Technical Evaluation Committee (TEC) or by the tender committee, depending on the organisation.

What evaluators check

The criteria come only from the tender. Evaluators should not add new conditions during evaluation.

  • Eligibility, such as experience, turnover and registrations
  • Compliance with each technical specification, and any deviations
  • Required certificates, authorisations and declarations
  • Completeness, such as signed and filled annexures
  • Technical scores, where the tender uses QCBS

How the result is recorded

Findings are usually set out in a bidder-wise matrix showing each requirement, the evidence submitted and the conclusion. Missing or unclear documents may lead to shortfall clarification, where the tender allows.

The technical evaluation report is then approved, and the list of qualified bidders is published before financial bids are opened.

Tips for bidders

Make each requirement easy to verify. A compliance statement that points to the page of the supporting document helps evaluators and reduces the risk of a requirement being marked as not met.
