Power tenders in India are issued across generation, transmission and distribution by central PSUs, state utilities and private developers. NTPC tenders cover thermal, hydro and renewable generation projects along with plant maintenance and supplies, while PGCIL tenders focus on inter-state transmission lines, substations and grid communication.
Each segment has its own technical standards and qualification rules, so contractors usually specialise.
Who issues power tenders in India
Besides NTPC and POWERGRID, regular buyers include NHPC, SJVN, DVC, state generation and transmission companies, and distribution companies. Discom tenders typically cover network strengthening, metering, feeder works and new connections, and they are published on state e-procurement portals or the utility’s own site.
Transmission tenders and substation tenders are often issued as EPC packages with tower or equipment supply included. Central buyers also publish on CPPP (eprocure.gov.in) and their own portals, and many power sector GeM bids cover cables, transformers, meters and other equipment.
Eligibility, type tests and evaluation
Qualification usually combines similar-work experience in the same voltage class or plant type, financial criteria such as turnover and net worth, and evidence of type-tested equipment from approved manufacturers. Electrical tenders for equipment supply often require type test reports from recognised laboratories within a stated validity period.
Bids are generally opened in two parts, with techno-commercial evaluation before price opening. Some transmission projects are awarded through tariff-based competitive bidding, which follows a separate process from conventional works contracts.
How to bid for NTPC tenders and PGCIL tenders
The basics are the same across utilities.
For Power & Energy tenders, QuickBid Systems offers tender management software to find tenders, check eligibility and prepare bids; GeM bid results and L1 prices from past tenders; and OEM tender intelligence for manufacturers and their resellers.
- Confirm that your experience matches the voltage level, capacity or package type asked for.
- Check that your equipment and vendors are on the buyer’s approved list or can meet type-test conditions.
- Read the BOQ against drawings and route or site details to spot quantity risk.
- Plan bank guarantees and working capital for long execution periods.
- As power tender software, QuickBid discovers power tenders in India across GeM, CPPP, state and PSU portals, runs AI RFP analysis of eligibility, scope and risks, helps prepare documents and supports your go/no-go decision.
Where bid teams get stuck
Power sector tenders range from generation plants to transmission lines and distribution networks. Each carries detailed technical specifications, type-test requirements and financial qualification criteria that bid teams must verify before committing effort.
QuickBid replaces manual document review with AI that reads every page, flags what matters, and helps your team decide and bid faster.
- Type-test and approved-vendor requirements to verify
- Large BOQs for transmission and distribution works
- Financial qualification thresholds and bank guarantees
- Multiple packages released under one project
- Competitive pricing with little historical visibility

“Smarter Bidding. Smarter Procurement. One AI Advantage.”
QuickBid Systems
Bidders can discover relevant tender opportunities and use AI to assess Pre-Qualification (PQ), eligibility criteria, and bid participation requirements.
Bidders can analyse Tender RFPs using AI for PQ assessment, requirement extraction, contradiction detection, risk analysis, pre-bid clarification, tender synopsis, and engineering drawing analysis with Material Take-Off (MTO).
Bidders can analyse historical tender and bid data to gain price intelligence, competitor insights, L1/L2/L3 trends, participation patterns, and procurement intelligence across organisations, departments, products, and geographies.
Bidders can prepare submission-ready technical and commercial bid documentation using AI, intelligently mapping tender requirements, forms, annexures, and supporting documents to the prescribed bid structure.
Procuring entities can use AI to dynamically prepare NITs, Tender RFPs, BOQ schedules, bid forms, annexures, and corrigenda, based on configurable procurement requirements and templates.
Procuring entities can streamline the evaluation of bidder submissions across single-packet, two-packet, and three-packet tendering processes, supporting L1, LCS, QCBS, H1 and other applicable evaluation methodologies.
Common questions
Common questions about bidding for Power & Energy tenders, and how QuickBid helps.
Many are, especially smaller distribution and supply packages. Larger generation and transmission packages usually need proven experience at a similar scale, so newer firms often start as subcontractors or joint venture partners.
On POWERGRID’s own e-tendering portal, with many also listed on CPPP. Always check the notice for the portal on which bids must be submitted.
