What is Three-packet bid?
A three-packet bid splits a tender into three covers, usually eligibility, technical and financial, which the buyer opens and evaluates in stages.
What is a three-packet bid?
A three-packet bid is a tender format in which each bidder submits three separate covers. Most often these are a pre-qualification or eligibility packet, a technical packet and a financial packet. The buyer opens them one stage at a time, and only bidders who clear a stage move on to the next.
It extends the two-bid system, which uses only a technical and a financial cover. The extra packet lets the buyer screen out bidders who do not meet the basic eligibility criteria before it spends time on detailed technical evaluation. What goes in each packet depends on the tender, so check the tender document.
Single-packet, two-packet and three-packet
Buyers pick the format based on how complex the purchase is and how much checking the bids need.
- Single-packet: eligibility, technical and price details go in one cover and are opened together, usually for simple or standard items
- Two-packet: technical and financial covers are separate, and prices are opened only for technically qualified bidders
- Three-packet: an eligibility or pre-qualification cover is added before the technical cover
- Some portals call each packet a cover, so the same tender may be described as a three-cover tender
How it is used in evaluation
After each packet is opened and evaluated, the buyer records the result and publishes the list of bidders who move to the next stage. Financial bids of bidders who fail an earlier stage usually stay unopened.
Because each stage needs its own evaluation and approval, a three-packet tender can take longer to finalise than a single-packet one.
Tips for bidders
Read the tender carefully to see which documents belong in which packet. A document uploaded to the wrong cover may not be considered at that stage.
Never put any price information in the eligibility or technical packets.
