What is Compliance statement?

Compliance statement meaning

A compliance statement is a clause-by-clause table in a bid confirming that the offer meets each tender requirement, and listing any deviations.

What is a compliance statement?

A compliance statement is a document in which the bidder goes through the tender’s specifications or conditions one by one and states whether the offer complies. It is often laid out as a table, known as a technical compliance matrix or compliance sheet.

It is usually part of the technical bid. It does not replace the technical bid; it is a map that tells the evaluators where each requirement is met and where the proof is.

Compliance statement and deviation statement

A deviation statement lists the points where the offer does not match the tender, with the bidder’s alternative. Some tenders ask for both documents, some combine them, and many ask for a “no deviation” declaration instead.

Buyers handle deviations in different ways. Depending on the tender, a deviation may be accepted, loaded in the price comparison, or treated as a reason to reject the bid. Read the tender’s clause on deviations before you list any.

What it usually contains

  • The tender clause or specification number and its requirement
  • The bidder’s response, such as “Complied” or the offered value
  • A reference to the page of the datasheet, brochure or certificate that proves it
  • Remarks or deviations, where the tender allows them

Tips for bidders

Avoid writing “Complied” against every line without proof. Evaluators check the reference, and a claim that the datasheet does not support can count against you.

Use the tender’s own clause numbering and wording, and give exact page references. If a requirement is unclear, raise it at the pre-bid stage instead of guessing in the compliance sheet.

Only when the tender asks for it, but many technical tenders do. Even when it is optional, a clear compliance table makes evaluation easier.

It may. Some tenders reject bids with deviations on essential conditions, while others accept or price-load minor deviations. Check the tender’s deviation clause.

It is another name for a compliance statement on technical specifications: a table matching each required specification to what is offered and where it is proved.
