The Government e Marketplace is an online procurement platform for government buyers in India. It sits under the Ministry of Commerce and Industry and is run by a dedicated government company, GeM SPV.
Central ministries and departments are generally required to buy goods and services through GeM when they are available on it. Many state governments, PSUs and other public bodies also buy on GeM.
How buying works on GeM
The value limits for each mode are set by GeM and government rules and change from time to time, so check the current terms.
- Direct purchase from a catalogue, for low-value orders
- L1 purchase, where the buyer compares offers and buys from the lowest-priced seller
- Bids, where sellers submit offers against the buyer’s stated requirement
- Reverse auctions, where qualified sellers lower their prices online
Selling on GeM
Sellers register with their business details and list products or services in the right categories. OEMs and resellers may need vendor assessment or OEM authorisation for some categories.
GeM bids have their own terms. They often include a Bid Security Declaration instead of EMD, MSE and Make in India preferences, and Additional Terms and Conditions (ATC) added by the buyer. Read the bid document and the ATC fully before quoting.
