What is Go/No-Go decision?

Go/No-Go decision meaning

A Go/No-Go decision is a bidder’s internal choice, made before preparing a bid, on whether a tender is worth pursuing based on eligibility, risk and fit.

What is a Go/No-Go decision?

A Go/No-Go decision, also called a bid/no-bid decision, is the point where a bidder decides whether to spend time and money on a tender. It is an internal business decision, not a step the buyer runs.

Preparing a bid costs effort, fees, EMD or a declaration, and management time. A clear Go/No-Go step keeps teams focused on tenders they can qualify for and have a fair chance of winning.

What bidders usually check

Many firms use a short scoring sheet or questionnaire so that decisions are consistent across tenders.

  • Eligibility: PQ criteria, turnover, experience and certifications
  • Scope and capacity: can you deliver in the time and at the location?
  • Commercial risk: payment terms, penalties, liquidated damages and guarantees
  • Competition and price: past L1 prices and who usually bids
  • Fit with your strategy, and your relationship with the buyer

Tips for bidders

Decide early, ideally soon after the tender is published, so a “Go” leaves enough time for queries, documents and pricing. Revisit the decision if a corrigendum changes the scope or conditions.

Record the reason for every “No-Go”. Over time, those notes show which buyers and tender types suit you best.
