What is random selection on GeM?
In many GeM manpower bids, the buyer defines most of the price: the minimum wage, statutory costs and other components. Bidders then compete on what is left, usually the service charge, and several technically qualified bidders often end up quoting the same lowest price.
When that happens, GeM picks the winner from the tied bidders by automated random selection. Bidders often call this the GeM lottery or Run-L1 lottery.
