What is GFR 2017?
General Financial Rules 2017
GFR 2017 (General Financial Rules) are the Government of India’s rules on managing public money, including how central ministries procure.
What is GFR 2017?
The General Financial Rules are issued by the Ministry of Finance and set out how central government ministries and departments handle public money. GFR 2017 is the current edition, updated from time to time through amendments and office memoranda.
A large part of the rules deals with procurement of goods, services and works. They set the basic principles: transparency, competition, fairness and value for money.
What it covers for procurement
The rules are supported by the Ministry of Finance’s procurement manuals, which explain the practice in more detail.
- Modes of procurement, such as open, limited and single tender
- Bid security, performance security and their exemptions
- Evaluation of bids and award of contract
- Buying through GeM and publishing tenders online
- Record-keeping and the role of the competent authority
Who has to follow it
GFR 2017 applies to central government ministries and departments. Many autonomous bodies follow it too. Central PSUs and state governments usually have their own procurement rules, often built on similar principles.
So a rule that applies to a central ministry may not apply in the same way to a state department or a PSU. The tender document and the buyer’s own rules are what count for a particular bid.
Common questions
Common questions about GFR 2017 in government tenders.
Not directly in most cases. Central PSUs usually follow their own board-approved procurement policies, which often reflect GFR principles and CVC guidance.
No. States have their own financial and procurement rules. Some are close to GFR, but bidders should check the state’s rules and the tender.
The Department of Expenditure, Ministry of Finance, publishes GFR 2017 and its amendments on its website, along with the procurement manuals.
